CAN I SUPPORT PAN DEVELOPMENT ?


So the IWC Cabinet last night agreed the Financial Agreement with Miller Homes for the Pan Development. No surprise there then.

However, I have a number of continuing worries that I raised at the meeting:

1. There is no guarantee that there will be the additional affordable homes to bring the % on the development up to the 30% the Council leadership claims to aspire to - which in itself isn't enough. They remain fixed on 24%;

2. There is no written guarantee that a future IW Council will maintain the £1 million for community provision on Pan from the capital receipts they will receive for selling this land;

3. There is no written guarantee that the developer's £3.7m for Highways works will be spent by the Council on Newport roads.

I did NOT get any satisfactory responses from the Cabinet to these concerns. Until I do, I do not feel that I can support the development. However, I am hopeful they will be forthcoming.......

Come on Geoff, Pugh can't promise that future IW Council's will do anything at all, how could he?

As for the 'affordable' element being 30% of the whole development who pays for it? The developer. If the developer isn't selling his 'private' homes at full price how can he build and sell affordable housing to associations at 50% of market value? It just doesn't add up. Everyone thinks developers make a fortune but this new tough housing market proves without profit nothing gets done, a fact Labour never seems able or willing to grasp.

Dear Pugh/Tory apologist

If he can sign a legal agreement with Miller Homes he can do the same with the Pan/Newport community. There only has to be a will to do so.

The Housing Corporation, which is funding the 240 affordable homes via Medina HA, needs to be asked to fund more affordable homes. The HC are not short of funding with other schemes being suspended elsewhere in the country.Again there just has to be the will to do it.

The Council as a corporate body can commit itself in advance otherwise in could not achieve any large scheme.
