(Westminster Council leader Sir Simon) Milton's agenda, enshrined in Westminster Council's
"one city" charter, was produced just before DC became leader of the Conservative party. "It's a sort of one-nation approach"....Milton explains.

The difference is, I suppose, that Simon Milton has a reputation for being intelligent and a smooth operator with good manners....
